POSITION RESPONSIBILITIES:The Senior Finance Manager for the Sound View Throgs Neck Community Mental Health Center (SVTN CMHC) will be responsible for budget development of Revenue and Expenses, the implementation of the new APG rate structure, and the State Plan Amendment implemented by the Office of Mental Health. This position will also function as the senior liaison with the Managed Care Companies who are in contract with SVTN. This position will supervise the finance staff whose job functions include billing and collections, revenue and expense projection/monitoring and managed care and Medicaid eligibility requirements.

Responsibilities:

Research and analyze fiscal trends and utilize this information to make recommendations to senior staff, in order to maintain the fiscal stability of SVTN CMHC Assist Executive management with strategic planning, and direction setting, on all financial matters Identify federal, state, local and private trends in funding and reimbursement and develop operational procedures and policies to maximize revenue Provide operational management in the areas of Ambulatory Patient Groups (APGS), accounting, financial reporting, health information management, patient accounting and accounts receivable, internal control/audit, and fiscal corporate compliance Provide monthly projections of expenses and revenue for the Clinical Programs Monitor budget-to-actual review and expenses for clinics at both sites Work directly with the Executive Clinical Director and Deputy Executive Administrator for the Department of Psychiatry to give recommendations for budgeting and expenditures Oversee the monthly reconciliation of OTPS and Salary Expenses with General Ledger Oversee close out of end of year expenses for all vendors and items in OTPS.

Oversee, complete and verify Consolidated Fiscal Report (CFR) in consult with the Einstein Finance Department Oversee the rate structure with respect to negotiations with Managed Care Companies, both established and new Oversee and monitor the Petty Cash Fund, patient co-payments, and transportation reimbursement to patients by means of the PTAR system Liaison with managed care companies for reimbursement of transportation costs for their clients Assist the purchasing department in providing information relative to bids for services required at SVTN CMHC Assure that all financial reporting requirements for State Office of Mental Health, The York City Department of Health and Mental Hygiene, and the Office of the Medicaid Inspector General are completed to meet required deadlines Oversee fiscal audit preparation for 3rd Party Payers and regulators and function as point-person for the auditors, as well as delegating functions as appropriate to assure that deadlines are met Periodically evaluate all vendors and work with Einstein Procurement to ensure most competitive pricing for all standing orders, as well as for new needs initiatives Oversee finance administrators in managing all patient eligibility and patient fee issues. Develop and maintain systems for providing eligibility data to the administrators and feedback into billing system Monitor payer mix and report on any trends in payer mix Work directly and collaboratively with IT Manager in the ongoing development of computer systems and enhancements relative to the financial rate structure for all Third Party Payers Liaison with all fiscal program reviewers, at the SOMH, NYCDOHMH and OMIG and Managed Care Partners to identify Facility fiscal needs and to provide financial information as needed Report to the Finance Director for Clinical Programs at Einstein, as well as the Executive Director and Deputy Executive Administrator for the Department of Psychiatry, who are administratively responsible for SVTN CMHC

QUALIFICATIONS:

Experience and Educational Background:

Minimum of 3 years of experience in a financial leadership role in a healthcare setting B.S, Degree in Accounting/Finance, Masters Degree preferred Skills and Competencies:

Knowledge and experience in application of generally accepted accounting principles Minimum of 3 years demonstrated experience as a fiscal manager working in behavioral health or healthcare Strong leadership and communication skills High-level skills in problem solving and ability to work independently and as part of a team Excellent analytical, writing and people skills Yeshiva University is an equal opportunity employer committed to workforce diversity.
